Bamboo Capital's WTE Project: A Step Towards Sustainable Waste Management

Vice President Pham Minh Tuan Discusses Investment and Environmental Strategy
Pham Minh Tuan, Vice President of Bamboo Capital, discussed the company's latest investment in a Waste-to-Energy (WTE) project in Cu Chi District, Ho Chi Minh City, in an interview with VietNamNet.

BCG Energy, a subsidiary of Bamboo Capital, is spearheading the construction of the WTE plant at the Tay Bac Solid Waste Treatment Complex, a project taken over from Tam Sinh Nghia Investment and Development JSC. This initiative aligns with Bamboo Capital's broader strategy of investing in renewable energy, including wind and solar power.

**Reasons for Investment:**

- **Environmental Impact:** Large cities like Ho Chi Minh City and Hanoi face significant waste treatment challenges. Bamboo Capital aims to build a WTE plant that meets environmental protection standards and does not disrupt local communities.

- **Business Potential:** WTE projects offer diverse revenue streams, including waste treatment fees, electricity sales, and carbon credits. Current pricing for electricity and waste treatment makes WTE projects financially viable.

- **Government Support:** Both the Vietnamese government and Ho Chi Minh City authorities are supportive of WTE projects, providing favorable conditions for investors.

**Addressing Environmental Concerns:**

Tuan acknowledged concerns about potential pollution from waste burning but emphasized advancements in technology that mitigate these risks. Citing examples from Japan and China, where WTE plants operate near residential areas without environmental harm, he reassured that Bamboo Capital will implement advanced, closed treatment processes to keep emissions within permissible levels.

**Challenges in Developing WTE Projects:**

- **Regulatory Hurdles:** The project needs to be included in the eighth national power development plan (Plan 8) and Tay Bac solid waste treatment complex planning. Municipal authorities are currently working on adding WTE to these plans.

- **Technology Approval:** Local authorities require technology assessments before approval, which can complicate project feasibility and negotiations with suppliers.

**Economic Viability and Future Prospects:**

Tuan highlighted the importance of stable policies and attractive profitability to encourage investment in WTE projects. The current pricing scheme allows WTE plants to sell electricity at 10.05 US cents per kilowatt-hour (kWh). To attract investors, a profitability rate of 10-12 percent is considered reasonable.

Bamboo Capital's WTE project in Cu Chi, with an investment of 5 trillion Vietnamese Dong for the first phase and a capacity of 2,000 tons per day, represents a significant step towards sustainable waste management in Vietnam.
