Vietnam and China Strengthen Ties at BRICS Summit, Focus on Enhanced Railway Connectivity

Prime Minister Pham Minh Chinh and President Xi Jinping commit to deeper collaboration and infrastructure development
Vietnamese Prime Minister Pham Minh Chinh met with Chinese President Xi Jinping at the expanded BRICS Summit in Russia on October 23, 2024, to discuss strengthening bilateral ties and enhancing railway connectivity between the two nations. During the meeting, PM Chinh congratulated China on its 75 years of national achievements and reaffirmed that developing relations with China remains a consistent policy, strategic choice, and top priority for Vietnam’s foreign policy. He praised China’s significant contributions to the BRICS framework and expressed Vietnam’s readiness to collaborate with BRICS members to promote the role of developing countries in global peace and development initiatives.

Focusing on bilateral relations, PM Chinh highlighted the goal of building a Vietnam-China community with a shared future, emphasizing the strategic significance of their partnership. He proposed accelerating the construction of three key standard-gauge railway projects: Lao Cai – Hanoi – Hai Phong, Lang Son – Hanoi, and Mong Cai – Ha Long – Hai Phong. These projects aim to improve connectivity and foster economic integration between the two economies. Additionally, PM Chinh urged for coordinated efforts to commemorate the 75th anniversary of diplomatic relations and the Year of Vietnam-China Humanistic Exchange in 2025, reinforcing the importance of their collaboration.

President Xi Jinping reciprocated the commitment, expressing gratitude to Vietnamese leaders and congratulating Luong Cuong on his election as Vietnam’s State President. Xi emphasized the need to enhance ties based on mutual respect and strategic cooperation, aligning with the "four-good spirit" and shared high-level perceptions. He announced that China will direct relevant agencies to enhance transport connectivity with Vietnam, further promoting economic ties and ensuring robust connections between the two nations’ economies. Both leaders underscored their dedication to deepening practical collaboration and developing a comprehensive strategic cooperative partnership.
