Vietnam Proposes Ban on E-Cigarettes and Heated Tobacco Products

Health ministry warns of serious health risks and rising usage among youth
Vietnam’s Ministry of Health has called for a ban on new-generation tobacco products, including e-cigarettes and heated tobacco products (HTPs), citing escalating health concerns. Minister Đào Hồng Lan announced the proposal during a National Assembly session, urging for a resolution to regulate these products before amending the Law on Prevention and Control of Tobacco Harms.

Health ministry data revealed nearly 1,300 hospitalizations in 2023 linked to new-generation tobacco, with serious cases of acute lung injuries and strokes. Alarmingly, usage among students aged 13 to 15 surged to 3.5 percent in 2022, up from 2.6 percent in 2019. Officials from the Ministry of Public Security and the Ministry of Industry and Trade have expressed support, citing a critical need for legal controls.

The ministry emphasized that banning these products would curb the rapid increase in young users and reduce health risks nationwide. Proposed measures include stricter regulations on production, trade, and advertising.
